Antwerp Declaration Monitoring Report launched on EU Clean Industry goals

A monitoring report on the EU Clean Industry goals has been released, as ASD joined other signatories of the Antwerp Declaration urging EU leaders to take bold, decisive actions to implement the Clean Industrial Deal. ASD reiterated the call on the European Commission to take concrete steps to safeguard the aviation sector’s competitiveness with a dedicated strategy and action plan.

As European Commission President, Ursula von der Leyen, has stated: “Only what gets measured gets done.” Effective monitoring is essential to ensure accountability and progress. The Antwerp Declaration Monitoring Framework, published by Deloitte with input from signatories to the Declaration, establishes Key Performance Indicators to track the enabling conditions outlined in the Declaration and, by extension, the implementation of the Clean Industrial Deal. These indicators will help measure progress, drive action, and ensure that Europe strengthens its industrial competitiveness in an evolving global landscape. 

This week as competitiveness takes centre stage as one of Europe’s top priorities at the European Council meeting on 20–21 March, ASD, as one of the over 1,300 other signatories of the Antwerp Declaration, renews its call on EU leaders and Institutions to take bold steps to implement the Clean Industrial Deal. Aviation must be included as a key sector in this transition recognised as essential for Europe's green transition. ASD urges EU leaders to provide targeted support, including continued funding for critical initiatives such as Clean Aviation and SESAR, scaling up Sustainable Aviation Fuels, optimising air traffic management, and advancing next-generation aircraft technologies, critical to maintaining the sector’s competitiveness and achieving Europe’s net-zero goals.

Now is the time for Europe’s leaders to act – we want to see each and every EU leader and Institution making concrete progress on implementing the Clean Industrial Deal, with a clear focus on aviation as a strategic sector.

Aviation must be supported through targeted policies to ensure its competitiveness and contribution to Europe’s net-zero goals with an action plan for our sector that addresses four key areas:

  1. Setting out a SAF industrial policy, including the necessary financial tools. 
  2. Accelerating research, innovation and deployment through increased funding for SESAR and Clean Aviation in the next MFF is essential. At the same time protecting the budget of the European Union Aviation Safety Agency (EASA) from further cuts in the next MFF so that new technologies can be certified and deployed without delays. 
  3. Implement the recommendations of Mario Draghi to aid the sector’s transition to net zero. It is paramount to simplify and reduce regulatory burden while ensuring a consistent supportive regulatory and investment framework building on the ReFuelEU Aviation Regulation. 
  4. Ensuring our low carbon energy and critical raw material needs are factored in EU & national energy and critical raw material policies and plans.
