ASD statement on European Council Meeting

Brussels, 22 March 2024 – On 21 and 22 March, EU Heads of State and Government convened in Brussels for a formal European Council meeting, with EU security and defence on their agenda. In the summit’s conclusions, EU leaders reaffirmed their commitment to bolster the EU’s overall defence readiness and capabilities, and – as part of that – strengthening the European defence technological and industrial base. Furthermore, EU leaders invited the Council, the High Representative and the Commission to swiftly advance work on the Joint Communication on a European Defence Industrial Strategy (EDIS) that was presented by the European Commission on 5 March.

Jan Pie, Secretary General of the Aerospace, Security and Defence Industries Association of Europe (ASD) said: 

“We welcome that the EU Heads of State and Government unanimously confirmed the commitment to strengthening European security and defence capabilities.

We are pleased to see that in the conclusions, many of the industry’s concerns have been addressed such as better access to public and private finance, incentives for joint development, procurement and investment, better predictability for defence companies through long-term contracts, a more supportive regulatory environment and reliable supply chains.

We also join the European Council’s call to swiftly advance work on EDIS and EDIP, as well as to adapt the European Investment Bank’s lending policy. 

It is crucial to swiftly translate this mandate into action. With regards to most defence issues such as increased spending, establishment of multi-year fixed contracts and procurement decisions, the responsibility rests with EU member states. We therefore count on EU leaders to drive forward the concrete implementation of the commitments made today. 

The European defence industry stands ready to support EU governments and institutions in this endeavour.”
